Locke Enters Debate Over Obama's Census Plans

Joseph Stalin is quoted as saying, "It's not how the people vote, but who does the counting." The census has implications for that as well, because it determines the number of represntatives the people of a region will have. Frankly, Obama's plan smacks of political chicanery, seeking to quiet opposing voices. But, as he promised, at least he's transparent about it. Shameless, too.
