Bait and Switch

When is a contract a contract? Better still, why is a legislative bill, duly discussed, argued and agreed upon by 535 elected members of the US Congress, allowed to be modified by a single person, apparently accountable to no one? That seems to be what's happening with the Stimulus bill.

The new question: when is a president an emperor?

Washington Times - Obama to ease curbs on CEO pay:
"The White House wants to rewrite a provision in the massive economic-stimulus plan that caps executive salaries and bonuses at institutions receiving federal bailout money - posing the possibility of an early showdown between President Obama and leaders of his own party on Capitol Hill."
