The article below focuses on region coding for DVDs, but the real issue is, why didn't Obama and staff know this? Anyone who works more than casually with DVDs does.
Aside from the fact that it was a terribly thoughtless gift (an afterthought, really, nearing a diplomatic faux-pas), it all says that Obama and staff don't have a clue about anything.
